Culberson: NASA's 2007 budget "devastates" scientific research

Culberson's letter provides a road map for how funding can be restored and points out that he spearheaded Congressional legislation directing NASA specifically to start the Europa mission. Not only did NASA ignore Congress, but NASA cancelled the mission.
